Question about E-brake shaft bushings

I have a 31 pick up and removed the e-brake cross shaft. As I removed the shaft brackets there was a plate that was between the bracket and the frame rail. Is this something that's actually supposed to be there ? They don't look original and wondered if the shaft bushings were really supposed to set in the hole in the side rail. It seems you could grease the bushings through the rail hole if that metal plate was removed. I just don't know the reason for these plates.

Sounds like an early 1930 frame. Just before the cross shaft went through the frame rails, for a short time Ford put steel plates over the frame rail holes.
