There are som former owner who has welded in the place where to forward leaf spring will with in the frame.

What did he do, use a pin instead of the bolt and tack it in?

The washer is swagged onto the bolt and both should be one piece for service.

Yes he take te old washer and tac welded it in place. I have take the the "farm solution" away now.

Since you have the leaf spring removed from the front perch, now get a piece of threaded rod the same size as the hole on the other side of the perch. Get two hex nuts sized to fit the threaded rod and hold the threaded rod in place by having the nuts tightened to the flange on the opposite side of the bad hole. This arrangement will be a temporary guide for fitting a round collar inside the bad hole.
The collar must be placed so it is flush with the inside surface of the flange. Then weld the collar onto the flange from the outside. Remove your temporary threaded rod and re-install your leaf spring. Done.
