Powerhouse Generator Trouble

Been running my 5 brush powerhouse for 12 years with no problems . years. Recently on a tour my ammeter was spiking erratically and showing no charge for most of the ride. Put a tach on the engine and voltmeter on the generator. At about 600-700 rpm the generator put out 6.8 volts and the ammeter read 5 amps. Raising the rpm to 1000 and higher the voltage and amps dropped to 0 . Bearing and brushes have been replaced on this unit . Any ideas what is causing this?

Do any of the brushes hang up in the holder?
Can you see any of the brushes bounce as the armature is spinning?
Are you measuring the voltage at the generator output stud?
Are you using an original cutout?

Voltage measured at the generator stud, not the cutout. I do not notice much bounce or sparks from the brushes on the commutator.
