Power steering diagnosis

Driving my 68 Cougar today, I stopped for a stoplight. When I took off again, the steering felt a little stiff. Sure enough, when I made my next turn the power steering was completely gone. It wasn't a slow fade or anything, just working one minute, gone the next.

The fluid was low, so I filled it, but nothing appears to be leaking. The belt is in place and the pulley for the pump is turning free. No screaming or other kinds of noise out of the system. I rebuilt the control valve last summer but not the cylinder.

Is there any way I can diagnose this? Don't want to just start randomly rebuilding things.

Thanks for any help.
