While checking my points I noticed that the stationary one had a round hole in it. Is this a normal condition?

If the points appear in good condition, I would clean them and adjust them, NOT replace. Some of the new ones aren't as good as the old.new points were part of a tune up. you may want to get a new set of points.
The ones with the hole are less prone to making a PIT & a POTHOLE & last MUCH longer!
