panel under headlights on 57 ford

The metal which goes from under the headlight to the splash apron. Is it part of the interfender or a separate panel? On my car ( country sedan) the one on the right was riveted on and the left is rusted off.
 
It is a separate piece that bolts to the fender and bolts to the back edge of the splash pan.
 
Go over to the 57 Ford international web site, butt loads of good info, good guys, list of vendors to trust, info you can't buy anywhere and a source for those panels.
