So the tail lights should be mounted on a stand, ...and there is a reinforcement plate on the inside if the fender where the nuts should tighten against. If I am understanding correctly, the hole in the fender has a ring however the bolt's head should be going thru the flange on the stand. What am I missing??

Provided you have enough layers of paint, you can 'carefully wet-sand ridge' with 2500+ and then use polishing compound followed by hard wax with electric buffer or lots of elbow grease.

Surprisingly, unless you have the original paint, it can sometimes be hard to match even black paint if you have to repaint the area.

have 2 tail lights, both are on cast stands were on fenders where they were on fenders is a ring where bolt holes were

only imperfection truck has is center line on hood where it hinges isnt perfect can see ripple and the taillight rings if i have hood repaired or replace hood tops fix fenders ,body man who painted truck also does boat repair and the black paint he used is same as he uses on his boat repairs
