I have a 352 3 spd with overdrive in my Galaxie. The overdrive works fine, but does not disengage at all. It will run in 1 low, then I can pedal shift it into 1 hi. It will do this for all gears, making it a 6 spd of sorts.


It will downshift like its supposed to do as well, when pushing the pedal all the way down.

Should the underdash lever be pushed or pulled to engage the OD? I have tried it both ways.
What is the likely cause of it not disengaging?

I don't understand your terminology. You say it won't disengage, but you can hit passing gear and shift it between in/out of OD? The OD "disengages" when it shifts into passing gear. Do you mean it will not free-wheel? The governor is the device that drops it out of OD when the car speed lowers to about 28 mph and then closes the relay when accelerating at about the same speed. The OD handle should be pushed in to operate in OD, pull the handle out and it should act like a standard three speed and not free wheel at all.
 
Basically, it is not able to be a standard 3 spd. It will freewheel under 25 mph, and would definately not be safe in the mountains, ie. downshifting.

OK you can't lock it out of overdrive. The cable moves a lever on the transmission just above the solenoid. Make sure the lockout cable will pull it all the way forward.

Norman running position for the OD to operate is with the handle pushed in. Pulling the cable/handle out toward the driver locks the OD out, making it act like a standard transmission.

I'm curious as to what trans.you have in your Galaxie.63 was the first year of the all syncro 3 speed which was the same family as the top loader 4 speed that came out in 64.Can you downshift into first gear while still moving?
