I knew a fellow who drilled and tapped the three head bolts and put studs in them.
He has lots of time on his hands.

Replacing the head nuts with coupling nuts. You might have to cut them down to keep the filter housing at a reasonable height.

Yes, the correct nuts have a small shoulder on them as the holes in the filter housing are bigger to allow clearance for the shoulder, which is so the same length head stud works.
I would guess they are available, I just trim them down on the lathe.
