42Merc has the right answer. It was once a rather common tool, essential if you sharpened your hand saw often.
I have a couple of them and have used them to "set" the teeth on hand saws. The anvil is adjustable so you can use it on a crosscut saw or a ripsaw, or even a back saw, which has very fine teeth.

Can it be modified to be used as a metal working tool? Shrinker, stretcher, die?
