Need Help With Bolts On Gas Tank

Working on a 1929 Fordor "Murray" Town Sedan, 155A.
Received the care as a basket case, completely disassembled. Now I am trying to put it back together. Most folks in our local club have only worked on cars where the whole cowl comes off.
Anybody out there have details on the bolts that hold the support brackets on each side under the gas tank. I also have 8 or 10 small head hex 1/4 inch bolts. Where do they go?

I am pretty darn sure the sure the 1/4" bolts hold the filler panel in place on the firewall.

redmodelt is correct, the small headed 1/4" bolts hold the filler panel to the firewall and the tank.
