Narrowing it down...

OK, I took Sal's advise and concentrated on the ignition, instead of my teapot carb. I pulled one of the plugs, no spark. Since I had extra parts, and not knowing if they were good or no good, I purchased a new 6 volt coil, and a new condenser. When tapping points, I get a spark. After installing these new parts, I tested again with a spark plug out, no spark. So here's my question. Could this be related to the ignition switch? If so, is there an easy test to confirm?

Did you ground the spark plug?

Given that you're getting arching at the points means the ignition switch is 'on' and working properly. You've got to ground the spark plug as Kube mentioned above. ...

Pull the wire going from coil to distributor out of the distributor...test for spark there.
If you have spark...check rotor/cap.
Not by chance your points are so wide set they don´t close ??

found a problem with a set of points that were not grounded, you could use a screwdriver to open the points and it would fire-turned out to be rust on bottom of points

OK, a couple of updates. First, the coil wires were wrong. Now have negative going to distributor. Second, I changed points and condenser and now car starts but runs rough. When looking at the top of the teapot carb, I noticed the gaskets between the top cover and body are noticeably wet. Which leads me to believe the float needs adjusting. Any input here would be appreciated.

On a 6v positive ground system, the negative does NOT go to the distributor! The + goes to the distributor, it is the ground side. The negative does to the battery via the ballast resistor, ignition switch. The coil will work wired backward, but it's output is reduced.
