BTW...they like their drugs out here on the left coast and (get this)have businesses all over the neighborhoods that sell that crap....and they have BIG green crosses at the front of the business that plainly adverts for the drugs !!
Part of the reason the Victorian age was like it was was because those Victorians had seen human nature at it's lowest. With no FDA, no drug laws, no government restraint AT ALL, the Victorians put social morays in their place instead. We may be, perhaps should be put back to that era.
One was publicly ostracized if one was found on drugs or drug reliant.
This is the age of "a gentleman's word is his bond" for a reason. The Victorians had to know among themselves who exactly they could trust - and they relied on reputation.
Think the attitude of "that old psalm singing *****" Rose Sayer (played by Katherine Hepburn) in "The African Queen."
"Miss, It ain't NATURAL" (for me not to be inebriated says Charlie Allnutt)
"Nature, Mr. Allnutt, was put here for mankind to rise above."
It would seem in the case of Mr. Paul that some have not risen too far. And that rule of might and not rule of right rules some still.
