More shock questions

So I got a deal on what I thought was A shocks, now not so sure. They fit the rear frame holes but look different. I think they are stuck but I removed the fill plugs and they are full of very thick oil. Any thoughts on what these are and best way to free? I was thinking of draining the oil and filling with penetrating oil and let them soak for a while. Not sure how to best determine not stuck, ie should I be able to move by hand?

Thanks for any help.
