Model A water pump questions

I have just acquired a 1930 Model A 4 door Briggs. The car was restored 15 years ago but has not been run in the last 10 years. My question is that the water pump has a polished stainless clip on cover over the top of the water pump housing and a small one on the bottom of the housing. When I removed these there was a large wad of dried hardened material inside the housing wrapped around the water pump shaft. The material filled the whole inside of the water pump housing. Was this to absorb coolant that would leak past the packing at the water pump nut? Should that be replaced with something or was it just a temporary fix? Also the zirk fittings are in the wrong locations. The one with the screw on cap is at the front of the pump, closest to the radiator. I believe this is wrong.

I remember those, it was supposed to help keep the water leaking out of water pump from going all over the engine compartment. If you replace the pump with the leakless type, you won’t need it. The sponge material was to absorb water and keep it in one place.Various opinions on how well it works.

Thank you to those that responded. Due to the fact that the zirks are in the wrong positions so I dont know if the wrong grease was used on the rear fitting and the pump shaft is pretty rough looking, I think I will just purchase a leakless and be done.
