model a lower door seal HELP!!

So going thru my parts for my Model A that I am finishing up and I came across a bag marked

Bottom Door Seal Closed Car 28-31 A-19009 3020.

Looking at my 1930 Model A coupe Doors and not really sure how this goes on or what it is for. Any Ideas?

It's held on by the lower door panel clips, mounts behind the panel I believe. Do a search as this has been discussed before with illustrations.
