Tommarow I'm going back to Neals and see if we can get the brakes working in the 31. At the moment there no brakes at all but it does have full pedel. What should I look for first?
 
Full pedal might mean the shafts are rusted tight. The 1930 AA I worked on had one working brake out of 6, due to parts rusted and not moving.
 
Mine had a seized wedge in the r/f. If you have a problem like that, it affects the braking on all the wheels because it limits the movement of all the rods.
 
Remove the drums so you can see what happens, if anything, when you push the brake peddle. It sounds like you need to rebuild your brakes.
