locked steering column

I have a locked up steering column in a 40 Ford. I'll probably have to remove the lock mechanism and then somehow free up the locked steering column. There are two screws on the bottom of the lock housing. One is immediately under the key barrel. Once I remove that how do I get the lock cylinder out? After the lock cylinder is out, how do I unlock the steering column?
There is another screw that is located on the bottom under the switch lever.
The parts books reference a special twist off screw (B 3731) that is in there somewhere. Do I need to do anything with that?
