After setting for 15 years you might have light corrosion in the horn button. On my 28 Phaeton I had to push on the horn button and roll it around to kind of scrape the surface. It didn't take long before it started blowing and has worked fine ever since.
Stock lights draw about 8 to 10 amps, and a well adjusted horn takes about 4 to 5 amps while blowing. The starter will take about 100 amps or a bit more depending on how hard the engine cranks. If you're sure you pressed the starter button hard enough and nothing happened, then give the starter end plate a little tap with a hammer and see if it helps.
Do the lights go out or dim when you step on the starter?
