I confess that I have not read through the DMV code, but back when I got my YOM plates almost 9 years ago I was told by many people, in person and online, that restored plates were not acceptable. I have always taken that at face value but perhaps I'm wrong, and therefore guilty of spreading misinformation over the web. If I am guilty I would love to be corrected because I find it a silly rule.
I can say that when I took my plates to the DMV for authentication they treated the process like they were preparing an arrest warrant for drug possession.... It took a long time, and two separate clerks studied the plates closely, compared them to their guidebook, and made direct photocopies of both plates for their file. It was an intimidating experience.
