I think this is a drivers side Model A radiator strap. It is really in pretty nice shape but is missing a pad on top where it solders on. The rest is not rusty so I think the soldering acid got to it. Easy fix but I don't have and example to copy. I could weld on a larger patch and let the buyer finish it.
