Leather cuff on water pump?

What is the purpose of the leather cuff on the Model A water pump?

I believe it was used to keep the grease from flying around the old original pumps you greased the two fittings front and back? Can anyone identify the car in the second picture?

to stop the grease ( and water in some cases) that seeps out from the gland nut and front bearing and gets flung all over the engine compartment. Its an aftermarket solution, not an Original Ford product.
