Kingston carb

I don't know much about these...I have a 27' with a Kingston. I can't get the float set right. Float sticks now and then. From the side view it looks like the float tab is contacting the needle at an angle. Is that OK? How high should the float be set? Also how many turns open should I run the needle valve? Thanks for the help. I'd like to get this thing running right.

Can you put up a p;ictrue of the carb to make sure it is one for a 27 as they did make carbs for model T's for a number of years and they vary in design.
