I have a repop switch, not a pop out one, When my key is turned off my lights and horn still work when i turn the light switch or hit the horn button. Is that the way it's supposed to work or should that all be dead till the key is on? If it's supposed to be dead what would be wired wrong to make it stiil work when the key is off. The lights are only on when I turn the switch which is the way it should be naturally but I guess there is power going to it all the time even when the switch is in the off position.

That is the way it is supposed to be. The ignition switch is only an ignition switch, it does not switch other electrical items off like a modern car does.

The ignition on a Model A just connects the ground side of the coil to the points. All the lights and horn always stay "hot" on a Model A.
