I agree with Mr. Chauvin, what is your intention, access to parts, and time. Is it the journey or the destination that you are persuing?
I think here in the extreme northeast the running chassis, presuming it runs good and stops good is worth about 1500. The fenders look like they might be nice, around here they would go for 500 or so. Hood, headlights bar, headlights, another 300.
So that comes out to about 2300. Iff'n you had a Cab and a bed and bunch if parts looking for a chassis and this one really ran well, and the radiator was clean inside and you did not need all new brakes an related parts, I might pop for 2500. Maybe 2700 if he would deliver it.
I would not get all negative over it, it has potential, you just have to determine what path you want to be on.
