Is this correct?

Sorry about the fuzzy photo. This is the left rear corner of a 29RPU cab. The rear panel was replaced. My question is it looks like a few spot welds were cut or removed when this was done. Are these two panels supposed to be welded together at these points where a break and a cut was made?

I don't have an original to look at but I don't think it would have been welded.
As much twist and movement as these cabs are subjected to it would be prone to crack by the weld where rivets allow some movement without stress.
