Is this 28 radiator splash apron homemade?

I'm finally working on my A and it has had a lot of people doing things on it in the last 98 years, including a mish mash of parts, but the body, fenders, and fender splash aprons look to be early 28 pieces.

This radiator splash apron looks like it might be homemade to me, but just wanted to confirm it wasn't some early 28 part. Anyone seen a splash apron like this?
