Looks like an 8RT truck engine, maybe C1BA (Canadian, eh). The large oil filter is held on with head bolts, which make retorquing the head bolts a pain in the #$%.

That's pretty neat. I have a couple flathead stationary engines that were electric generators, but I've never seen a water pump version. I worked for the phone company, and we had later ones of these with overhead engines to pump out underground vaults. I had to service them. We'd fill up trash cans of water, and they would empty them in seconds. By the size of the pipes this looks like it would do the same. This looks like it was always stored inside. it's in amazing condition. The engine would have low-low miles on it. The later ones we had at the phone company I don't think they were used the entire 30-years I serviced them. Every few months we had to fire them up and make sure they were ready to go in case of an emergency.
