How would you read this Block number

Hello, any response would be appreciated. I was looking to buy a 1931 engine from a fellow and ask for the Block number, this is what I received. Not sure how to read it but when I looked it up I would say it is a Jan 1928 engine, anybody know what the other markings are? thanks

In Illinois, an SOS prefix was an indication that the state had issued a new number. It stood for secretary of state.
