How can I post 9 times so then I can post?

[ThirtyEightIsGreat]

I am unsure of how this works? I cant send someone a PM, or create a post, or reply to a post,... But I somehow need to post 9 or 10 times to be able to post or reply? How can one achieve the 9 or 10 posts if he cant post?

Put an answer on ten posts and you will have it!

I am new here, so just working on getting used to the forum, and hope to be able to post in the swap meet section, and chat thru PM about my old truck '38 ton and a half.
