Can a magneto horn (AC 15 to 30 v ac) run on 12 volts DC ? or would you need a rectifier in the circuit?

No. Use the magneto voltage.

As in using a MAG horn on a modern car? It probably has an A.C. transformer with an opposed set of points to make it buzz the diaphragm. Ill bet it just hummmms. ws
