Great people of FordBarn,
When I place the bale on the steering column or touch the bail to the clip that hold the horn rod in place in works, I tested the horn rod with ohm meter and its ok .so would the center spring in the bale be shorting out ,touching the side making horn work. I'm at my wits end, THANK YOU FOR YOUR HELP.

It is possible that the spider at the bottom of the steering column is not in the correct slots. Try to line up the slots in the light switch (there are four of them) correctly and your problem will be fixed.

Yes, the center spring contact is probably touching the rotating swivel plate in the upper part of the switch. What I have done is place a piece of shrink tubing around the spring & contact but leave the surface of the contact open. Some repro lower switch plates have a larger horn contact and some repro upper rotating plates are smaller hole so you would have interference. With original parts, there is usually room for the shrink tubing.

Had a similar problem --I used an 0 ring between the contact at the lower end of the horn cable & the spring (I think) or what ever was up line next to & touching that contact causing the circuit to blow the horn.
Hope my explanation is not too confusing .
My horn would go off when I turned the wheel previous to the fix which my wife thought was very funny .

Here is an easy thing to try. I have fixed a few this way. Find a rather large plastic drinking straw. Cut a small length of it and slide it over the horn rod to isolate it from any ground lurking around.

Pretty smart idea as I see it. Thanks for the tip. Wayne
