Are there any tricks to holding the brushes in their sleeves to put this horn back together?

if there isn't a tiny holes in the back plate to push a pin into to hold the brush then you may consider drilling one.
some motors have a small hole or slot that while the brush plate is on the bench, push the brush into the holder. then a pin is slid into each hole to hold the brush back. once the brush plate is back on and the brushes are over the armature pull out the pins. bobs your uncle.
i don't know what that plate looks like, cant tell from the photos.
and
i don't know if this will work in your circumstance.
