Horn problem/question

On my 1968 Mercury Cougar: When I blow the horn only the left side will
blow. ( both horns are connected). With both left and right side horns connected I can jump direct from the battery to the right side horn and they both will blow. Would a dirty connection at the steering column cause it to
not have full voltage to blow both horns, but will allow the left horn to beep?

Problem solved. Found dirty connections at the steering column plug in,
and adjusted the adjustment screws on the horns. Brushed on some Dia-Electric grease, Horns are good and loud.
