Horn problem - loose commutator ?

My (original) klaxon has been sounding sickly lately; adjusting the screw does not help.

I pulled the cover today, and noticed the commutator looks "oily" ( will clean that ), but in the process of poking and prodding, I noticed that the entire commutator will move fore & aft on the armature shaft... I've never seen this before on a brush-type motor, and am fairly sure it's not a good thing...

Any suggestions for a place to send it for repair ?

I believe there is a "tension" spring, Snyder's describes it as "Mounts inside the horn and keeps tension on the rachet end of the motor." Pg A-152, their P/N A-13909. Most "A" dealers have same part. I believe it can be "formed" for more or less tension.
