When installing the hood clamps
should the open part at the bottom face the hood
or the fender?

My mistake. I was thinking closed part of the bracket. Glad Steve stepped in and woke me up!

If you are referring to the hood latch, open side of mounting bracket faces fender as per original installation, seam on barrel faces hood.

Newest version of MARC/MAFCA Judging Standards page 13-6 says "The latches were mounted so that the edge on the bracket kept them from falling inward." as Steve said.

I was just at car show with about 12 Model A's
it was about 50/50 on the the hood clamp facing with one car
having one face hood and other the fender on same side.

I believe some turn them around to help save the fender paint, for fine point open toward fender
