Based on the shape of the roof, it looks like a Russian GAZ-55 that was converted to a police bus (perhaps a patty wagon). The sign on the roof says "Police".

Interesting the quilted cover for the engine compartment.
I don't remember this from Admiral Byrd's Snowbird pictures. But they did complain of a need for "almost constant heating" to prevent the oil from becoming shoe polish.
Perhaps this was the van that brought one to "The Gulag?"
