How does the welt end at the firewall, just cut off or tucked under some how ?

the bead of welt is cut off under the cowl band and have the flat part extends out past the cowl band

Just cut off the end and throw it away.

When I did mine (1930) I found detailed instructions on how to do this. I don't remember if it was the red book or another.
