Gas Tank Help Please!

Pipe is measured by the inside diameter not outside diameter. Tube is measured by the outside diameter. I don't know offhand, but I'd take a tape measure to the hardware store and measure the o.d of some pipe to see if you can find one closer to the 2 1/16 size of the gas tank.
 
Looks like a 26-27 tank but they had a filler hole and one down on the bottom edge that let the sediment bowl connect through the firewall similar to a 31 indented. It was safer that way.
 
Are the two parts of the neck steel or brass? If so you can remove the neck and silver solder it together or braze it together.

Why not measure the piece that is threaded into the tank and check
the thread pitch and go from there, at least you will know what you are looking for.

Your gas tank looks a lot like this one, w/o the in-tank fuel pump. It's a 16 gal universal gas tank. Sold by several vendors
