Fulton Traffic Light Finder

I am going through my car-buff brother's estate and am finding things I need some education about. One is a Fulton Traffic Light Finder. This one has a green knuckle joint at the midpoint pivot. Does this color have anything to do with what year or make vehicle it was designed for?
