fuel pump

bought a govt surplus 97 crown vic i think the fuel pump is bad while key is on should i have pressure at fuel rail can't hear/ feel the pump pulsing in the tank

When you go key on, you should hear the pump in the tank go on for a second, then stop. If the PCM doesn't see engine cranking, it shuts down the pump. By turning the pump on a couple times with the key, you should have fuel pressure in the fuel rail.
