Fuel Pump rebuild woes

Good afternoon Barn,
I started rebuilding my fuel pump with the 11a-9349 kit from speedway. When I attach the diaphragm the bolt holes don’t line up. The hook on the arm goes through an eye in the diaphragm assembly. It can go one of two directions. My belief is the tab on the diaphragm should face toward the push rod, but neither way lines up with the bolt holes. Anyone had this problem. Here are some photos.

I rebuilt mine for my 53' Merc over the weekend and you can rotate the diaphragm enough to make the holds like up, with out distorting it.

I have a pump with centered holes and a pump with offset holes and diaphragms with centered and offset holes. Even the offset varies with some diaphragms being close enough to twist them into place.

Another recommendation is to fair up the mating surfaces of the pump on a flat surface and 220-400 grit sandpaper. Held up to the light I could see slivers of light when mated metal to metal. After a small bit of work they fit much better with no light showing. Less likely to leak now.
