I was given this mirror over 40 years ago, long before I thought about buying a Model A Ford!
According to the claim that is almost 30 miles per imperial gallon.
The text says, 'Moins de 10 litres per 100 kilometres

Nothing changes; the life sold by advertisers and life experienced in reality are different. In the 1930s advertisements would make crazy claims about economy and speed. And no doubt if there had been emission testing for the new Ford A favourable figures would have been printed for that too.
