Front fender dust liner question 54 Mercury

This is a photo of the liner on the left front of my 54 Mercury. There is a jagged piece of rubber torn off the bottom edge visable in the center right side of the photo. Did that protect the brake lines?? How big was it??

It's like a 2-3" skirt that runs down. If you look close you might find the staples they use to attach it. It usually just around the I shape and maybe in area wheee the inner fender panel is short of touching the frame. Some of the suppliers might have kits for this.
