Is there special equipment needed to check and straighten an engine oil pan? Do you think a guy can accomplish the job on a large cast iron surface plate?

The best tool is the original KRW crankcase jig.
Most important tool, it checks the alignment of the nose of the pan (where the crank bearing fits) to the ball joint of the pan, (where the hogshead mates) all needs to be on center to have the 4th main aligned with the crank of the block. And the jig checks the mounting arms to the frame too.
Some invert the pan over a known straight block and seem to get results. Any large sag in the pan would be noted on a very big surface plate. At least you would find any lift up of the bolts holes in the crankcase edges for the bolts in the block.
