That is the one that I was looking for. I don't have the lower disk that he said to turn though.

It was confirmed by pm that the post meant to state the upper disk under the bolt head.

I currently have my right side tightened to 3/4 past not being able to spin the top washer by hand, and the left side at two turns. The tighter the left side the better it handles higher speed vibration at the expense of lower vibrations.
