Flathead Starter Whine

Have a fresh flathead probably 50 miles on it so far... but everytime I go to crank it it cranks slow and a high whine comes from the starter. Everything from the Optima, cables, starter is new or rebuilt. I am working with a 6 volt system. Anyone else have his issue and how did you resolve it.

Do have 6 volt or 12 volt and what vcables
 
Take the starter to who ever rebuilt it, or at least call him and report what it is doing. Keep us posted.
