With the tank already installed --or without?
While it is a bear, the best way I have found is to drop the rubber in boiling water for about a minute to really soften it up and then coat the gas tank pipe with Vaseline. Vaseline is the easiest I have found to clean up afterwards to paint the grommet. Use a stick like a tongue depresser to work the rubber groove into the firewall.
