hello-how do i decide proper tension ? i read in book to tighten til it has'decided friction' but that is pretty vague or engine and fan stop together -you have to have a pretty fast eye. does anyone have an easy method? thank you

Just tight enough for the fan to spin with the motor running, no more. Make sure you grease or oil the bushings. If the belt is to tight it will wear the bushings out prematurely if yours is the old style. If you can turn the fan with the motor off and it has a slight drag that is about right.
If the motors running but the fan isn't, ether the bushings are dry or belt is loose. :)

Hey It is a Model T. It just requires that the fan moves.

In the old days common sense ruled.
Don't over think what is needed.

The Ford Service Bulletins give the info on belt tightness. The Service Bulletins are the additional data needed with the Ford Service Handbook on the Model T. Reprints are the Service Bulletin Essentials are avail.

Tighten until the scale allows the belt to slip at about 5 lbs. pull.
