emergency brake adjustment

My emergency brake actuates to the point the lever (inside rear drum assembly) contacts the metal housing around the rear axle (I assume this is for catching axle lube that may escape the rear seal). However, I don't get much actual braking. It would not be physically possible for the lever to go further; it is in contact with the inner housing when I pull the lever back.

My linings are about 25 - 30%, and it makes me wonder if some minimum lining thckness is required for proper emergency brake geometry. Anyone know? I did replace the rear cable assembly (wheel to wheel) earlier this year, and rebuilt the hydraulics.

That should not happen even with worn brake shoes. Are you sure the L shaped brake lever slot is in the pin of the emergency cable lever? That is do both of the shoes move toward the drum? They both should move as soon as the emergency cable lever moves forward. Are the pins to which the levers attach in good solid condition?

I agree with Juergen to check that the connection plate between the front shoe and the pin in the arm of the operating lever are in contact. If not the operating arm will move and neither shoe will expand. The pin is on the rear of the operating arms and is part of the arm.

Here are photos of the 1940 Ford rear brake assembly for possible help.
